Comcast High-Speed Internet — Update to Acceptable Use Policy

Dear Comcast High-Speed Internet Customer,

We appreciate your business and strive to provide you with the best online experience possible. One of the ways we do this is through our Acceptable Use Policy (AUP). The AUP outlines acceptable use of our service as well as steps we take to protect our customers from things that can negatively impact their experience online. This policy has been in place for many years and we update it periodically to keep it current with our customers’ use of our service.

On October 1, 2008, we will post an updated AUP that will go into effect at that time.

In the updated AUP, we clarify that monthly data (or bandwidth) usage of more than 250 Gigabytes (GB) is the specific threshold that defines excessive use of our service. We have an excessive use policy because a fraction of one percent of our customers use such a disproportionate amount of bandwidth every month that they may degrade the online experience of other customers.

250 GB/month is an extremely large amount of bandwidth and it’s very likely that your monthly data usage doesn’t even come close to that amount. In fact, the threshold is approximately 100 times greater than the typical or median residential customer usage, which is 2 to 3 GB/month. Comcast To Make Internet Usage Cap Official

Philadelphia, PA (AHN) – Cable Internet provider Comcast said Thursday it will begin limiting how much data subscribers can transfer online each month. The 250-gigabyte monthly cap begins Oct. 1 and iis designed to prevent Internet service becoming sluggish from heavy use.

First-time offenders of the bandwidth limit will get a call from Comcast, while future overages result in Internet service suspended for a year, reports said. In May, the second-largest Internet service provided talked of a $15 fee for every 10 gigabytes above the limit.

Comcast Sees VoIP, ISP Growth

Comcast, the largest U.S. cable service provider, posted a higher quarterly profit as it gained market share in Voice over IP (VoIP) phone and ISP customers while controlling expenses, sending shares up 6 percent.

The company said free cash flow rose 216 percent rise to $1.163 billion — an increase largely due to lower spending on expanding its cable systems to new communities, a development prompted by a slowdown in U.S. homebuilding.

While that slowdown contributed to weaker video subscriber growth, analysts said Comcast’s (NASDAQ: CMCSA) VoIP service was winning market share from phone competitors including AT&T (NYSE: T) and Verizon Communications (NYSE: VZ).

“Free cash flow was better than we expected and that was partly due to the fewer customer adds, so they didn’t incur costs of adding new subscribers,” said Tom Eagan, an analyst at Collins Stewart.

Comcast said it added 278,000 high-speed Internet subscribers and 500,000 VoIP subscribers during the second quarter. Seven analysts polled by Reuters had on average expected Comcast to add 327,000 new Internet subscribers and 579,000 new phone subs.

Steve Burke, Comcast’s chief operating officer, told analysts on a conference call that the company’s faster Internet access speeds are helping to win over phone company DSL customers as they want to watch more online video.
